customer can not place order - loops at step 2

I am receiving feedback from potential customers that the shopping cart is not allowing the order to process. They repeatedly get returned to Step 2 of the Checkout process... request to enter credit card info.

PLEASE HELP

Without your URL, Zen Cart Version or other facts it is IMPOSSIBLE to give you any advice.
