Is there a place to turn off sub-categories?

Is there a place to turn off sub-categories? I can not longer add sub-categories and I'm guessing I may have un checked or checked something along the way.

Where are you trying to add subcats?
If you already have a product in a category, you cannot add subcats to it.
Categories hold either categories or products, not both.
