I got a reply from them, not really useful though.

It appears they think it's the cart's fault. :(
10602 means "Authorization has already been completed." ... and would only appear if you were trying to re-authorize an already-authorized order.
I'd be very surprised if this error was appearing at the same time as trying to submit an Express Checkout payment. AND, if it IS, then PayPal has a serious bug, because if they are trying to re-authorize an order that's never yet been placed, then, well, something's amuck.
So, if they want to blame the cart, that's fine ... Zen Cart doesn't look for a 10602 when trying to make a NEW payment transaction ... because 10602 is NOT related to making an ExpressCheckout payment. Time to throw the blame back in their court.
Further, if they can't see the API errors you're getting regarding address problems ... tell them they need to fix that. Surely you're not making these up, right?
What's the MTS ticket number? Which technician is giving you this feedback?
