I'm getting this error, I have two accounts set up one in Oklahoma because I have to charge Oklahoma tax if they buy online and live in Oklahoma, but I do not have to charge tax if they live out of state, but when I try my dummy out of state account thats the error I get.

I am using paypal only at the moment

Sounds like you have your payment module set up to only accept payments from Oklahoma. Which Paypal module are you used?
