Shipping Problem with table and local zone rate

I have the shipping table setup and it works fine except that in the zone Lancaster Ohio if the order is under $30 the fee is suppose to always be $6.95.

I thought I would setup the best way to Lancaster Ohio orders under $30 so they could choose this method, but it is not coming up at all as a choose. I have Store Pick Up/Free local shipping installed fine.

How do I get the Overs in Lancaster Ohio if the order is under $30 to be $6.95??
