Image Hyperlinks DON'T OPen in NEW Window?

When inserting image Hyperlinks I notice that if I set to "OPen in New Window" it does NOT. However, if I use same setting for TEXT is DOES work (a new window opens up). ?? I am on Zen works 1.3.7
