Why does my shopping cart come up like this?

It doesnt come up like this on my computer but when testing it on another computer with different internet.

This view shows the stylesheet not being found, so no formatting is applied beyond browser defaults.

Where is your site hosted? What are you using to access it (working and non-working)?

The link doesn't work. Is your site installed on a local computer for development? If not, where is it installed?

OK, you have ZC installed locally on a xampp server. That means some kind of network access permissions are not working, and I'm not an authority on that kind of stuff.
