Google Checkout ~ No Accounts Created

I've actually had a couple orders from Google checkout now, and I've noticed that these customers do not create an account. I saw somewhere that once an order is completed through Google Checkout, a ZenCart account for that customer is automatically created. However, this is not the case for me. What should I do to fix it?
