Blocking client's IP address after migration to our own server

PLEASE offer some help!

We moved a client's Zen Cart to our server. We followed the correct procedures for database & file migration and the site has published successfully however now the client cannot see or access their website from their home computer IP.

We have tried everything and still have no luck resolving this issue.
Below is a brief list of what has been suggested:

  • Client PC restart

  • Client Browser cache, cookies, temp files deleted

  • Client Router reset & accepted all incoming/outgoing connections

  • Client reset IP

  • Client contacted ISP to reset/reestablish connection + change any dns info

  • We tried accessing from clients network to any site under same IP address 207.99.103.252 and we were unable to connect

  • We pinged from clients network the IP address 207.99.103.252 and was unresolving

  • We tried connecting from clients network through FTP, HTTP, telnet, etc.. and could not do so.

  • We accessed CPanel to view error logs/access logs/ Denied IPs and all is ok.

  • We revised the ac

  • All attempts were from more than 1 PC on Clients network
