Set Free SHipping

I want to set Free Shipping for all products until end of the month. What is best way? I looked at the Free Shipping Options in the Shipping Module, but not sure what setting will set shipping to all zero. I don't want to have customers in putting their information such as another country and get an error.

Go into the Modules ... Order Totals ... Shipping ot_shipping and set the Free Shipping on all orders over 0.00 ...

Now all shipping is Free until you change this ...
