offer free shipping to canada also?? and some items not Qualify

Ok i already have our website setup if the total is over 250.00 shipping is free but if it weights more than 50lbs its not.

Now i want to be able to make certain items not qualify for that like if an item is over 250.00 but not over 50lbs and it is just to big for us to ship for free we need to disable just that item. How can we do such a thing??

Also i want to make free shipping to canada including the usa.

thanks for the help in advance
