Need to comment out AVS? -- problems with ANZ eGate module

My ANZ eGate MIGS gateway isn't processing orders.

It seems it's because Australia doesn't use AVS.

So I need to disable it in Zen Cart.

Can anyone tell me where to comment AVS references out?
