Tax calculating incorrectly on my shipping using Edit Order contribution

Team,
I have configured for Canadian Taxes before on other sites and instructions have always worked great.
Here is my problem. taxes calculate properly during checkout. reviewing the invoice, it charges shipping taxes on products sold not on shipping fee. so if products are 100 and shipping is 10. the shipping tax is calculated on the 100. need some help on this please.

Which shipping module is this happening with?
Which "tax basis" are you using for shipping taxes?
What version of Zen Cart?
What addons/contributions are installed?
What is the URL?

this is happening with 1.3.7.1 shipping modual
Tax basis is GST + PST for purchasing from Ontario to Ontario destination.
Addon contributions include Edit Orders 1.2.6, super orders,scrolling specials.
using cherry_zen template.

after more checking, found out that actually taxes are just fine during checkout, but if I use "edit order" to change anything, taxes are re-calculated incorrectly, even if i just edit company name.
