Setting a fixed amount for shipping...

Is it possible to set a fixed amount for shipping that applies no matter how many items a customer buys or how much a customer spends.

For example I want to set a fixed shipping cost of £1 no matter whether the customer buys one product at £2 or buys 1000 products at £2000

Admin > Modules > Shipping > Flat Rate.

If I just choose flat rate in the shipping module, doesn't it apply the flat rate to each product a customer buys or does it apply the flat rate to the total order?

Ok have done a test purchase and got my answer...

Next question is how do I exclude every other country apart from the UK in my flat rate scheme?

I would like other shipping costs to apply for overseas buyers?
