How to accomplish this navigation

How would I make this navigation possible....

Using the define_main_page.php of my classic template...

Please excuse my terminology if it is incorrect.

I would like create a 4 by 4 table each cell would have an image to click to take you to a specific category.

The main look when entering the site would be no right side boxes so this table must fit inline with the top banner...

I have heard using a table might cause me more problems. What would be the best way to accomplish this?
