which file to edit order completed page?

Which file do I edit to change the text on the order completed page (the one that comes up after the customer completes the order process and tells them to log off...).

Depends on what you want to edit - text or structure.

Admin> Tools> Developers Tool Kit - enter the phrase in the lower left hand box, choose all files from the next - find the correct language file to copy and edit for your override.
