USPS Does not work with Zone selected

I ship UPS for domestic orders and USPS only to APO/FPO.

I installed the latest patch but it is disabled anytime I select a zone.

I had to have a $600 mod written to enable zone specific shipping last year. Am I now going to have to have that mod rewritten to accommodate this latest USPS change?

I am running 1.3.7

What weight are you shipping?

What are your tare settings?

What USPS shipping methods are enabled?
