Paypal Install Button not appearing

I am having an oddball problem when I attempt to activate Paypal IPN, the install button does not appear. I think there may be a mapping problem introduced into my install?? Does this sound familiar to anyone? Alternatively if I knew which tables are update when activate Paypal IPN is done then I could handle this on the backend. Any advice would be appreciated!

And what do you mean by "mapping problem"?

I said that based on the some information coming back from firebug. I found the problem however, a file did not ftp correctly in admin/includes when it was uploaded. Thank you for the interest but I was able to track it down ... after a fun 3 hours!

But, no matter how much we tell them, they keep using crappy FTP programs and blindly trust them.
