Tax not calculating correctly on my v1.3.0.2 site

I'm using version 1.3.0.2. When a user changes their shipping address at time of check out they are asked to manually enter their province. Therefore they can pretty much enter anything they want or mistype it. This causes no tax to be calculated on the whole order. We need a drop down menu for provinces in the shipping address change page so there is no chance of entering it incorrectly.

v1.3.5 and newer have a pulldown menu available simply by enabling it in the admin area.

Perhaps an upgrade is in order, considering 1.3.8a is out and you're running v1.3.0.2 and a lot of bugs have been fixed since then, along with numerous improvements added.

Start with a fresh install in another folder+database to see how it works.
