required phone number

Somehow customers are able to create accounts without posting their telephone numbers. I have no idea why this happening. Can someone help me fix this?

Again, how is it that some people are able to do this and how do I fix it?

In the admin under configuration->minimum values, what's the Minimum length of telephone number?

If you have customers making purchases using PayPal Express Checkout, then you'll only get their telephone number if they choose to share it with you.

I think you can request it in your PayPal account's profile settings, under Website Payment Preferences: "Contact telephone number" ... set it to On:Optional or On:Required.

If changing it there doesn't help, you'll have to complain to PayPal about why they think that customer privacy is important.
