[Done v1.3.8] Problem w/ USPS shipping

Database Patch Level: 1.3.7.1
v1.3.7.1 [2007-07-10 10:44:31] (Fresh Installation)
The USPS shipping on my site always defaults to Express even if the customer has chosen Priority or Parcel. FedEx and UPS modules are fine. Has anyone else experienced this? Is there a fix?
