local delivery only, free for over $50

hi everyone,

i'm running a food delivery service and running into some problems with our online ordering system.

how do i simplify it so that all that appears is that if a person's order is under $50, they pay an additional $5. otherwise, i'm getting a "flat rate fee (best way)" AND a "low order fee".

i'm running into problems with paypal, as the amounts are not adding up - they seem to be not including the delivery charge - and i suspect it's due to my malfunctioning shipping settings.

any advice or suggestions would be warmly welcome!
