Products - can I make File Attribute Required?

There's a product for purchase that requires a file to be uploaded using the attribute system. The "File" Attribute has been selected then added to the product and the required flag has been flagged for the first two files to upload.

They can upload as many as 10 but as few as 2 in order to be added to the cart.

The first two attributes have been flagged required, but the item can still be added to the cart even though no files have been selected for upload.

Any ideas?
