I am looking to setup shipping for one class of item where it is either a flat rate or potentially a flat rate that varies depending on a zone.
The second set of products would be by weight.
Is there a way to do this?

On a mixed cart they would be charged the flat rate if they bought at least 1 of the first type of items + weight based shipping on everything else.

You really need to break down this information more as in trying to explain it to someone who knows nothing about your shop nor what you are really trying to accomplish on your shipping ...
