Continue shopping & check out CSS buttons in IE bug?

I have an odd issue where the continue shopping and checkout buttons seem to be loosing their top and bottom borders but on in IE 6/7. I have spent several hours trying to find out what is causing it but had no luck. See attached screenshot...
