Minimum Charge to Include Attribute Price

We sell another similar product

That is sold by the LETTER but we need a minimum charge of 12 Letters or $57.00 @ $4.75 per letter

So even if you only wanted "OPEN NOW" 7 letters, it's still going to cost $57
If you have "COME TO OUR SPRING FLING" 20 letters it will cost 20 x $4.75 = $95

How can I accomplish this? Thanks
