Trying to add new product and getting message "HTTP 404 web site not found"

I must be missing a folder or file. I have setup categories and even some sub-categories, but when I click on the new product button I get the "HTTP 404 Not Found - The website cannont be found". This is the web site:

<mystore>/admin/categories.php?product_type=1&cPath=2&action=new_product&x=49&y=12

Can anyone tell me what I am missing?
