Shipping and Taxes - is my VAT setup correct?

Hi, I just need some confirmation on what I think I should do:

I want to set up Shipping and Vat for the following:

UK- VAT Chargable 17.5% and shipping flat rate of £10.00
Europe - VAT chargable 17.5% and flat shipping rate of £20.00
ROW - VAT exempt and flat shipping rate of £30.00

So am I right in thinking this is what I need to do?

Zone definitions- Set Up three folders

UK
Europe
Rest of World

Define Zones i.e Countries for each corresponding folder.

Tax Classes Set up 3 Tax Classes

VAT UK
VAT Europe
VAT Exempt ROW

Set up tax rates

VAT UK 17.5%
VAT Eurpoe 17.5%
VAT Exempt ROW 0%

Set the tax rates to the corresponing folder.

Modules/Shipping -

Flat rate (Clone 2 times so I have 3)

Set up Shipping cost, Tax Class, Tax Basis, Shipping zone.

Do this three times, once for each Area. (do I just leave sort order for each at 0?)

Disable all other shipping modules.

Done?

If someone could check this to make sure i have laid it out right that would be helpful. Do I leave everything else in modules i.e order totals as it is?
