Paypal IPN Orders being Dropped

Running 1.38a

I have a client who has some orders not getting ligged by ZC. The payment comes through on Paypal but noting back at ZC. I installed the Paypal IPN viewer mod and it shows the order (I can post it if it would help) but it does not show up in the new orders nor does it send out the confirmation email. Since this is a mix of download and print store, this is really bad.

Also, it does not happen with all orders. This is what thows me the most. It seems almost random. Is it a Paypal issue? A failure to return the IPN notification? That would be a major problem for Paypal.

It is likely a failure to receive or properly process the IPN notification.
The only way to determine where it's failing is to turn on the debug logging in the module and analyze the results.

Edit to Clarify: Some orders are going through. This seems intermittent. I will continue with logging though and try to catch the culprit. The trouble shooting list is checked and appears to be o.k.
