Diferent shipping rates to regions

Hi, First Im new to Zen Cart.

I want to add 2 shipping methods Ex: FEDEX and EMS.
And 5 regions, Eg: USA, Canada, Europe, Asia, Australia

Client can be able to select Shipping method and the region.
And the cost will be calculated according to the number of item.
I do not know how to do this.
Anyone please guide me step by step.

Thanks in advance....
