Shipping price based on incl. not excl. Order total

No matter how I change the sort order in Order totals, I can't get the shipping (% on price) to calculate on the Order Total excluding VAT.

I need the shop to legal show an inclusive price per product. At the end of the checkout, the invoice needs to show what amount of the total what VAT so that people can submit VAT returns if they need to.

The delivery cost however should be the order total exclusive of VAT (otherwise I am charging for the delivery of VAT!)

I have tried the 4 key items in every possible sort order

subtotal, shipping, tax, total
shipping, tax, subtotal, total
shipping, subtotal, tax, total
etc.

Is it possible to calculate shipping on an order total excl VAT?:blink:

Having similar problem. I have c coupon based upon a minimum purchase $39.99, which requires a minimum quantity purchase to add up to that amount.

Problem is that folks' coupons are going through with less than the minimum purchase because my shopping cart is validating the $39.99 minimum inclusive of shipping. What is the workaround for this?
