Error during customization: No permission to access custom images directory

I am trying to make my own template for customization. However I get an error message when I try to preview my new template.

This is the error message:

Forbidden
You don't have permission to access /zencart/includes/templates/CUSTOM/images/ on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

I copied the images directory from template_default to my CUSTOM directory. I set the permissions on the images directory to 777 but it did not fix the error.

What can I do to resolve this?

this has just happened to me. which i dont understand cause i was in the middle of uploading new products. i got through about 20, and all the sudden it just gave me this error, only with the admin/products.php page.
i never changed anything, and dont understand what the difference is in the 15 seconds it was working, to not working.
