ban user accounts

Can someone please tell me where to ban a customer? When I got to customer - edit, I do not see the option to ban.

In v1.3.8 and newer, you can edit a customer and select "Ban" from the customer authorization-levels list.

Unless I am missing something with my database upgrade, I do not see any authorization-level list when editing customers. I am using ZC version 1.3.8a, php 5.2.5 and mysql 5.0.45
