What is this menu called?

I bought this template a couple days ago and I cannot figure out how to activate the menu in the upper left corner. The menu that says "Home, New Products, Specials, etc..."

You will have to ask the designer - they are famous for hardcoding things and not following Zen Cart conventions. You might want to do a search of the forum for other folks' experiences.
