How do I add a category?

Ok, I can't find the "add category" button anymore. Can anyone help me? :(

Ok, I got it. Looks like I can't place a category in the "Top" category if there are items already there.

Correct. Categories hold either subcategories or products, not both. There are ways to get around this, but they can cause random weirdnesses in display and processing.
