Webpage Title, can't find file to edit...

Webpage Title, can't find file to edit...

This should be an easy fix... but I can't find the file for changing the tiltle for the webpage. I found it before, but I'm tired of searching. Can anyone help me out quick? Thanks!

. Header Tab Changes:
A. Change Header Tab Wording
1. includes/ languages/ english/ meta_tag.php
2. Line 11 & 14 need to be edited
3. ftp to: includes/ languages/ english/ override folder/ meta_tag.php
