Moving the top header bar under the the logo

To answer my first question, if I have links to other parts of my website, are the links displayed in the top bar that displays "Home" & "Log Off" or are they displayed underneath the logo seperatly. (or I may be totally wrong)

Second, hopefully this isn't too complicated, but I was hoping to move the top header bar that does say Home and Log Off to underneath the logo. Can anyone help me out?

The first question I didnt understand, the second would be to make changes in the tpl_header.php
