shipping rate - multiple zone - with multiple weight

I'm new to zencart. nee someone here to help me put.
I want to edit shipping section.
See below example :

  • i have 5 zone - where each zone have the list of country name in it.
  • each zone have their own rate base on the weight of the package.

can someone help me to settle this?
