[Not a bug] Who's Online problem?

I've searched for "Whos Online Cart symbol" and "Active Cart Icon" but nothing showed up, so here goes:

I'm not sure if this is a bug, or just a goof-up but:

Since upgrading to 1.3.8a I have noticed that in the Who's Online admin tool, ALL carts are showing up with the bright or faded red icon, whether they have products in them or not, and whether the use is logged in or not, and whether or not they are active or not. There are no green icons at all, no matter what the status of the customer.

Is this a bug, or is it something that I can fix easily?

Maybe it's related to the fact that who's online does not show the carts when your sessions storage is file based.

(if STORE_SESSIONS in your catalog configure.php setting is not 'db')
