10413 error on paypal

Has anyone discovered a fix for the 10413 error atall? I'm using v1.3.8a and paypal express checkout.

I'm having similar issues to all previous threads, tried all fixes bar display without tax as I wish to keep tax displayed to my customers.

To breakdown I have the error when doing the following...

add a test product @ £11.50 ( £10 + 15% tax )
go straight to shopping cart ... £11.50 is shown along with £6.50 shipping in the estimator.
(Shipping is based on weight on Table rate for zones, no tax is assigned to shipping. )
Sign in (get shown address and payment options only)
Confirm address & submit
return to shipping screen which states the above £6.50
proceed to payment breakdown.
Breakdown shows . Items @ £11.50, Shipping @ £6.50, Tax @ £1.50 and a Total of £18. (All of which is correct)
on final submitting I get the 10413 error.

In my logs I am getting conflicting information ... I wont post all of it unless anyone thinks it will help.

I've pinned it down to the following points...

I'm assuming this is the information being submitted to paypal!!?

Order Subtotal does not match sum of line-item prices. Line-item-details skipped.
11.5 10

followed by

checking subtotals...
itemamt: 11.50
taxamt: 1.50
shippingamt: 6.50
handlingamt: 1.50

difference: 0 (abs rounded: 0)

I'm assuming my problem is zencart is submiting a line amount excluding tax then trying to validate against the tax'd amount.

Does anyone have any idea how to get zencart to submit with tax?

Any help would be GREATLY appreciated.
