Checkout Shipping Page Is Not Working

I just installed the new version of zencart 1.3.8 from 1.3.7 and when i am trying to do a test purchase I am able to select shipping but and pick a shipping method, but when I try to go to the next stage to select payment, the page is showing blank. How can I fix this problem so that my customers can purchase merchandise?:frusty:

To understand the problem, we need to know what error is occurring. To find out I recommend that you install the debug utility mentioned in this FAQ Entry.
