Limit Sessions open! Because 650 visitors from two IPs

Hi,
I currently have 650 visitors to my website, all from 2 IPs. I am assuming they are competition and are trying to make it slow. As soon as i block the ip they start with another one. Is there a way to limit sessions open to about 10 per IP?
Cheers,
Nick
