I wish to set up shipping so that:
uk postage = £2
Europe postage = £2.60
Worldwide postage = £3
Can you tell me the best way to set this?

Do this by defining and creating 3 zones with details - or if you really want the rest of the world just 2 one for uk and one for eu.
Then clone the flat rate shipping module for/x3 and define the zone in each.
Zen Cart will then based upon your shipping setting - like "shipping address" - will only use that rate

This is exactly what I’m looking for can any body tell me what, info I need to add how do I create 3 zones and what details do I need to add to each zone,
