Store Pickup still charges based on Flat Rate, not $0 as configured???

I want to enable store pickup -- and basically make that a $0 charge. Unfortunately, even though it's enabled and that option is selected, it still adds my flat rating shipping into the total.

What's going wrong? :yuck:

I'm running version 1.3.5 -- and I can't upgrade yet.

Sort the orders for the shipping mods to display when going to the shipping option page where store pickup is at the top to make it your default or turn off flat rate all together.

Thanks for the advice, I wish it had worked. I can't turn off Flat Rate as it needs to be an option for those who don't wish to pick up at our retail location. Digging throught the code, I can't figure out why it isn't working -- it SHOULD work.
