two required attributes only one is effective

I have two attributes and they are required.

Text field
File upload

In the attributes they both show as required but if I fill in the text field and NOT upload any images, it still goes to cart section.

Can anyone please help? going Live tomorrow afternoon and I am panicking.

Same site . just pick any product. They all required.
