Gift cert menu dropdown not clickable

my dropdown menu for this doesnt drop down is this because nobodies brought a gift cert therefore i cant use it??

Are you referring to the dropdown in ADMIN PANEL?

If so, you may need to INSTALL ot_gv in ADMIN PANEL>>>MODULES>>>ORDER TOTAL>>>Gift Certificates.

Yeh thats the one and yeh its installed i checked it but yeh still same old prob is it meant to be that way until a gift cert i sold??
