EZ pages - Chapter TOC levels

Im having a bit of trouble setting up my ez-pages.
Can I say go 3 levels (chapters) deep.

Example: I want a Stockist link to display in the header, when clicked it shows the countries Australia, USA & UK in TOC fine - Now what I want todo is click a country I.E. Australia and the TOC should now show it's Australia states I.E. Victoria, Queensland etc. How can I achieve this if possible?

Stockists (chap 10 - display)

Australia (chap 10 - hide)
Victoria (?)
Queensland (?)

USA (chap 10 - hide)
UK (chap 10 - hide)

Sorry, ez-pages only go one chapter deep. I know it would be nice to have subchapters, but you would need a bunch of additional custom code to get that.
