Can't Get Past Step 1 of Help Center Live Installation

I'm setting up Help Center Live and have CHMOD the

/config.php to 777
/icons/ to 777
/compile/ to 777
/cache/ to 777

and had created the necessary database. However, when I proceed to Step 1 of the setup, regardless of whether I click the <submit> or <skip> button, nothing happened. The same web page (Step One) is displayed. Can anyone advise if I have missed out something? Thanks.
