Multiple Tables for a Single Zone

My client would like his shipping set up like this:

For U.S. Customers:

Normal Shipping: $10 for the first item + $5 for each additional item
Fast Shipping: $15 for the first item + $5 for each additional item
Fastest Shipping: $30 for the first item + $5 for each additional item

For Canada and Mexico

Normal Shipping: $20 for the first item + $5 for each additional item
Fast Shipping: $30 for the first item + $5 for each additional item

The Rest of the World

Normal Shipping: $35 for the first item + $5 for each additional item
Fast Shipping: $45 for the first item + $5 for each additional item

Can I do all this in the zones module? Will the zones module freak out if the same region appears more than once? Or do I need to clone the table module six times? Or is there a better way?

Might consider cloning Per Item as your breaks are standard

For U.S. Customers:

Normal Shipping: $5 handling fee + $5 for each item

Fast Shipping: $15 handling fee + $5 for each item

Fastest Shipping: $30 handling fee + $5 for each item
