Help Please... Ez Pages not coming up in center

Hello, Having problems when I set the EZ-pages to an external URL and use the radio box for new window in the off position in the Admin Controls under Ez Pages I'm still getting a new window. I'm using PHPbb3 and want it to come up in the center and plan on putting a bunch of external url links in that same side bar below it. I've had no luck just keeps coming up in a new window. Trying to keep the visitors visiting other areas of intrest, but keep them on the page to order product if they like. getting same result with any URL also in the information and more information when I set external urls up there as well. Sounds like a functions thing just don't know where to go for the setting :unsure:

Could it be that I'm working on my local machine with an XAMPP server? I'll try that next. Any help would be greatly appreciated.
